Ensenada is a cruise port virtually created by the Passenger Services Act. This
US law prohibits foreign flagged cruise ships from transporting passengers between
US ports unless they also visit a "far" port.
Therefore, many cruises to Hawaii use Ensenada as their port of origin. A short
bus ride down the Mexican coast will deliver you to your Hawaii or West Coast cruise.
Cruise passengers rarely spend much time visiting Ensenada, but if you know of any
