Do Cruisers need a Passport?

In Febrary 2008, The Department of Homeland Security issued the final rules for travel in the Western Hemisphere, known as the Western Hemisphere Travel Initiative.

The short answer is in fact: most passengers cruising from/to the United States meet the conditions for an exception, and are therefore not now, nor will they ever be required to present a passport to cruise.
